Derrick is on leave from the firm from January 2022.
Derrick is an Attorney-at-Law who has worked as a litigator, university teacher and consultant. He is a former public servant with many years of experience with the acquisition and disposition of publicly owned assets and in the regulatory environment. Derrick has also worked on Commonwealth Caribbean competition law and in Alternative Dispute Resolution.
Derrick's work experience includes Director, MVL Stockbrokers Limited; Director of the Jamaica Stock Exchange; Former Contractor-General, Jamaica; Chairman, Fair Trading Commission, Jamaica; Chairman, Anti-dumping and Subsidies Commission, Jamaica; Former Member, Public Utilities Appeals Tribunal, Jamaica; Chairman of the Officer of Utilities Regulation; Chairman of the National Compliance and Regulatory Authority; and Dean of the Faculty of Law, University of the West Indies, Mona Campus, Jamaica.
UNIVERSITY TEACHING EXPERIENCE
At University of the West Indies, Derrick taught on the Bachelor of Laws (LL.B.) and Master of Laws (LL.M.) programmes; he also taught for the Postgraduate Diploma and the Masters Degree at the Institute of International Relations, University of the West Indies, St. Augustine; Associate Tutor in the Norman Manley Law between; Adjunct Professor on the MBA programme at Barry University between 1995 and 1997; Adjunct Professor at Nova Southeastern Univesity on the undergraduate business programme 2005-2006; Adjunct Lecturer at the Mona School of Business, UWI 1998 and 2005 to 2017. Derrick also supervised PhD and DBA candidates in the Faculty of Social Sciences, UWI.
PUBLIC AND PROFESSIONAL SERVICE
Derrick served the Jamaica Bar Association as a Member of its Subcommittee on Law Reform, the Legal Education Committee, and the Publications and Membership Committee. He was Member of the editorial committee of the West Indian Law Journal, and a Member, University of the West Indies/Council of Legal Education Joint Committee and Curriculum Sub-committee.
He has served as a Consultant to the Office of the Contractor General of Jamaica, the Fair Trading Commission, the Ministry of Production, Mining and Commerce, Jamaica, providing advice on competition policy, the passage of Fair Competition Act, and the establishment of the Fair Trade Commission, Caribbean Export Development Agency (CEDA) on Competition Policy in the CRIFORA Region, to the Public Sector Reform Group of the Jamaica Public Sector Modernisation Project, the Office of Utilities Regulations Implementation Unit in Jamaica for the implementation of the OUR.
Derrick was a Member of the Disciplinary Committee of the General Legal Council, Jamaica, a Director and Honorary Legal Counsel to the Mona School of Business, Chairman of the UWI Housing Committee, Mona Campus, Legal advisor, Mona Institute of Applied Science, Facilitator and lecturer at the Management Institute for National Development (MIND)/Government of Jamaica’s programme for the Creation of an Ethical Infrastructure in Government,Facilitator and lecturer on Fraud in the Contract and Procurement Processes for the Jamaica Institute of Management’s programme on Fraud Examination, Detection and forensic auditing.
Derrick is a Justice of the Peace, he was a Commissioned Officer, Jamaica Defence Force, Coast Guard (National Reserve), and he was awarded the Commander of the Order of Distinction (CD) for public service and service to the legal profession.
OTHER ACTIVITIES
Derrick was a founding member of the Jamaica Chapter of Transparency International (TI), a member of the Executive Committee and its first secretary; he is a member of the Jamaica Institute of Management since 1993 and he is also a Member of the Chartered Institute of Arbitrators (CIArb) and a Fellow of the Asian Institute of Alternative Dispute Resolution (FAiADR). Derrick is a Member of the Caribbean ADR Chambers, providing ADR services for domestic and international disputes involving a range of sectors and practice areas across the Commonwealth.
